setup-apkrepos sets invalid record when internet connection is missing

Description
If setup-apkrepos (or setup-alpine) is used on a box that still have no internet connection, and the user chooses [f] as in "Detect and add fastest mirror from above list", then /etc/apk/repositories will get a record that looks like:
/vn.n/main
This record is not valid.
Instead setup-apkrepos should randomly (or statically) chose a valid mirror when failing to automatically detect the fastest mirror.
