PHP iconv not working properly

Description

I tried to use php-iconv, but I had following issue:

Any updates on this issue? On actual edge/testing php7-iconv doesn't seem to be working.

Long-time ago I tried to built PHP from source https://github.com/orukami/docker-alpine-php with libiconv. It works, but I don't consider this solution as nice one.

Technically, the behavior is correct. the "//TRANSLIT" is an extension not (yet) specified in POSIX.

Might be an idea to use php intl's Transliterator instead.
